Although it seems that there is a small amount of free space, it is impossible to expand the free space,
Discard this partition and follow the steps to create another partition

・ Make space on the disk containing C drive
Right-click on drive C and select "Reduce Volume"
Make a vacancy because it should be about 1GB.

Allocate the free space you created to Z drive etc.

Execute the following from the command line
Bcdboot.exe c: \ windows / s z:
Diskpart
Select volume z
Active

Now, from the viewpoint of "disk management"
The characters "mark partition as active" in the original "system reserved" area can be selected
When you right-click on the Z drive, the characters "mark partition as active" can not be selected because it is outlined

If you look at the Z drive in Explorer,
of "$ RECYCLE. BIN", "Boot", "System Volume Information" and "bootmgr" You can confirm that there are files and folders.
It is safe to delete the Z drive assignment.

Confirm that it can be restarted as final confirmation.
